this make literally no sense, but you can't type capital letters in cygwin. rash's line reader is similar to linenoise in terms of the syscalls it uses, and linenoise does accept capital letters in cygwin.

cygwin is a barely supported target, so this issue is pretty low priority.

in solidarity with cygwin users this issue has been written exclusively in lowercase
